Use the Public OU

Every account is provisioned with a public organizational unit (OU) at the base, for example, ou=public,dc=example,dc=opendirectory,dc=net.

This OU is searchable by anonymous binds. Any entries you place in it will be visible to everyone, regardless of if they have their own account or not. It can be useful in situations where you don't want clients to have to authenticate in order to get information from the directory, such as DNS records.

The public OU is optional and can be removed if you do not plan to use it. Simply click on the OU in the directory tree, then select Delete this entry.
